3. Add Admin ability to remote control scanners. (this is almost done)
4. Add Admin change Admin User Password. FINISHED
5. Add Wyswig Editor to News Post. FINISHED
6. Add Master Admin ability to add New Admin & Modify Admins. FINISHED
7. Add Anon User ability to reply News Post. ( ummm MAYBE)
8. Add Automated message on Post Alert to users. (possible SMS message?)
9. Add News Panel with Admin only access. FINISHED
10. Add Admin only Post ALERT. FINISHED
